Ms. Guo Fang, Han ethnicity, was born in October 1970. She has a master’s degree in Public Administration, and is a member of the Communist Party of China.

Ms. Guo worked for a long time in Shanghai and held many important leadership positions. From 2006 to 2022, she successively served as Deputy Mayor of Huangpu District, Head of the United Front Work Department of CPC Putuo District Committee, Vice Chairperson of the Chinese People’s Political Consultative Committee of Putuo District, Head of the Organizational Department and Deputy Secretary of CPC Xuhui District Committee, Party Secretary and Deputy Director General of Shanghai Municipal Bureau of Ecology and Environment, Mayor of Fengxian District, and Party Secretary of Hongkou District. She was appointed member of the standing committee of CPC Shanghai Municipal Committee in June 2022, and Vice Mayor of Shanghai in January 2023.

She has been Vice Minister and member of the Leading Party Members Group of the Ministry of Ecology and Environment since June 2023.
